The laws there (and other states, such as Illinois) prohibit fully-nude dancing (as opposed to topless) and serving alcohol in the same establishment. By not serving alcohol, you avoid this rule - and as an added bonus, 18-year-olds can get in. This is popular in areas with a high concentration of military. (How do you think I found this out?)
