Actually, “juice bars” are a slang term in California. The laws there (and other states, such as Illinois) prohibit fully-nude dancing (as opposed to topless) and serving alcohol in the same establishment.
By not serving alcohol, you avoid this rule – and as an added bonus, 18-year-olds can get in. This is popular in areas with a high concentration of military. (How do you think I found this out?)

I had a similar reaction when the guys at the base suggested we visit a juice bar (San Diego, late ’80s.)
They didn’t have women like that back in Central Illinois!
